History of Ruwa Local Board

The Ruwa Local Board (RLB) is the local government authority responsible for administering the town of Ruwa, located about 23 kilometers southeast of Harare. Established as a growth point in 1986 and later granted local board status in 1990, it serves a rapidly growing population of over 94,000 residents. The board is currently led by Mayor Michael Mataruka and a team of 12 councillors, while administrative operations are managed by Town Secretary Mr. K. Madanhi. Under their leadership, the board is working toward a “Town of Excellence” vision by 2030, a goal reinforced by performance contracts signed before the President to ensure accountability and transparent service delivery.
 
For the 2026 fiscal year, the board is operating under a US$22.2 million budget with a heavy focus on infrastructure and public health. Key priorities include upgrading the sewer network, resurfacing roads, and constructing a new fire station. To address water challenges, the board is rolling out a prepaid water metering project and investing in a new water treatment reactor. In terms of health services, the board is currently equipping the newly completed Damofalls Clinic and running regular solid waste clean-up campaigns to maintain the town’s environment.
 
Beyond basic services, Ruwa is positioning itself as a hub for investment, particularly in agribusiness and retail. The board actively promotes the Tarisa Industrial Park, which offers over 1,000 stands, and seeks public-private partnerships for large-scale projects like shopping malls and water treatment plants. Residents and investors can engage with the board at their Chiremba Road offices or through digital platforms, where they can pay bills via Paynow and receive updates on community developments, such as the town’s ambitious goal to plant 5 million trees by 2030.
